I have a question :
A youth U18 [99 ]born player is signed up to a VMSL Div 1 team .
Both teams are under the same club .
Can this player play for the U18 team ?

Just answered your direct message to me.

Just note my response is based on FVSL rules - but I think it's safe to assume VMSL has the same. Note, as per BCSA, a player can't register for two teams at once in official leagues (ie, can't be youth and VMSL-registered, but could play for the local non-affiliated beer league and a youth or VMSL team).

Player Permits- whats the cut off time to permit up players from another team within the same club. Example - if the game is 4pm on a Sat and for whatever reason a team needs 2-3 players , can the forms be filled in by 12 noon the same day and what if the Dist 5 registrar is busy & doesn,t sign or misses the emailed form or even refuses to sign due to it being a last minute request.

It really depends on your club. Some district rep will put the work in the night before. Some are really busy so they need more notice.

doesn't look like there's a time requirement on the 5d web site, but your club probably has a rule/policy.

There's no time limit set by the league. But you need to get signatures and that can take time. Some districts/clubs might be more technically savvy than others to allow for electronic signatures. Time restrictions are more of a logistics issue. In our club, the rep says he cannot guarantee match day approvals, but if he has them day before we get them back the morning of the match at the latest.

As for the youth player playing senior and youth. Not allowed. Unless the player is playing for the senior side on a permit every game - which he can do. But he can't be registered for both. In fact, a youth player who registers for senior and then wants to come back to youth must be reinstated by BC Soccer as a youth player.

I had to use call up permit this past weekend. I had a 10:00am Saturday game, and had the permits signed at 8:00 Friday night...all depends on your district registrar.

Most of the times when a team needs players its normally a last minute thing like your situation - so if the permits are sent to the 5 Dist Rep by 8 or 9pm the night before the game , is the 5 Dist Rep obliged to sign off in that short period of time.

I wonder if the whole permit thing is having the affect it is intended to.
I assume its purpose is :
1: to protect players from being poached
2: to stop teams using players to stack up against certain opponents

My thought is this:
1. Sept to Dec is for ranking for Cup play in Jan- March,if a team wants to bring in players to rack up wins this doesn't benefit them come cup play if ranked higher than they should be as a result .
2. Let it be club controlled from Sept to Dec - , freedom to move player up on a per game basis as needed or warranted for the players development not the teams. Final roster decisions to be made Dec.31st - players can only move up not down .
3. After January - no permits or roster changes for any cup related games - if there are regular games in the mix you can bring in players for those games only.
4. Provisions for emergency call ups after Dec.31st - Emergency is defined as : you will have 13 or fewer players for the game with out bringing in some one. Maximum one emergency call up.
5. No more than 2 call ups for one game Sept - Dec or any non cup games thereafter - Maximum roster size per game can not be exceeded with call ups, U13-U16 max roster is 18 players for any given game , for U17-U18 it is 20.
6. To participate in club controlled permits your club must be a registered charter club with BC Soccer with a Technical Director , only the club TD can authorize the call up. Otherwise permits require district approval .
7.All permit requests to be submitted by 8pm the night before the game.
8. If a team is found to be playing a player without the appropriated authorization the game will be recorded as a forfeit and the offending team fined as such.
9. Permits are a tool to be used for the purpose of player development and for the benefit of the player not for the purpose of gaining an edge against an opponent or benefit of the team.

I think the permit rule is doing what it's supposed to...

Permits only allow you to call up a player from a lower division within my own club...so as a Div 2 team, I could call up from Div 3 or 4. Can only call up the same player a maximum of 3 times. No call ups after Dec 31. (for cup)

@4_the_kids, your second point about freely moving players up and down needs to be looked at much more closely, especially at the younger ages - at least up to U12, where no standings are kept. Should be fluid player movement to enhance development opportunities. As a club, we do this at training - players move to A or B groups, or train with year older kids once / week to aid in their development.

I have no issue with call ups if the player is coming from a lower age or division. The permit will ensure this. Permitting a player will also allow the higher level team an option of picking up that player permanently for a cup run as a minimum of 1 game must be played with the team prior to cup. There is also a limit to the amount of times a single player can be called up. Now for transfers the deadline is usually mid Jan for players that have not played yet in the season, but again you cant play in cup if you didn't play a league game for the team. Player transfers are limited to 3 per team per season I believe.

And as long as the rules are followed I could care less, because as you said, come cup time no more changes can be made.

"For my older sons u18 we played the CCB Cobras. This team was Div 2 last year. They are now in house? They are winning games 8-2 on a regular basis. They showed up, as their coach said, with some new players. They did not have a single ID card. We played the game under protest. We lost 8-2."

What's the penalty for a team coach not presenting ID cards as after October 1 all ID cards are needed to play games.

Fines to the club. If the game was protested, the league could check the team list handed to the referee. Forfeits and possible other sanctions if the team is found using ineligible players.

The snow is almost gone and hopefully the forecast rain will get rid of it and make the fields playable for this weekend, but no guarantees as weather can change suddenly.
Some questions:
- For example, if a home team has a game scheduled on Saturday at 12pm noon, what's the latest cut off time to send the schedule to the opposing team?
- Can the opposing team refuse the schedule for any reason or are they required to play at the scheduled time and day?

- Can clubs cancel weekday evening trainings to allow remaining games to be played?

Schedules should be out by Tuesday. But delays are understandable. Thursday evening is the latest I would be ok with.

Opposing team cant refuse a weekend game or it will be a forfeit. But it is common to agree to a schedule change to accomodate the other teams.

Yes. Games can be scheduled during the week if both teams agree.

For last weekend's games, some clubs released the schedule while some clubs didn't, so this week if the club releases the schedule on Thursday and a game is scheduled to be played on Friday, that only gives a one day notice to both teams. So in that situation, can the away team refuse to play, but I do understand when you say that for a Saturday game, Thursday evening is the latest that an away team should be notified.
