I believe Soccer Express has a section of small soccer items you could use for these gifts.
Do up a booklet of coupons for each kid with stuff like "only do half amount of laps" (and then in the new year when you send them on to do some laps of the field, double what you used to tell them)

What I do is just have each kid draw a name and swap gifts for a $10 limit. Buying for 18 kids is a lot.
