Drat, I was too late to add that they are IFAB Rule changes. And that Premier League will add VAR.

Drat again -- 10 minutes is too short -- I was going to add that the rules were actually effective June 1st, and noticeable during the 2019 FIFA Women's World Cup. With an exception -- the "goalie stepping off the line" rule -- yellow carding the GK was temporarily suspended, ostensibly to allow keepers to get used to the rule. The funny thing is the no yellow carding change happened 1/2 way through the tournament...

Timing is everything, and FIFA’s has been awful for the Women’s World Cup – Equalizer Soccer
