I ask again, based on what? Last seasons results only? There is nothing from this season that could determine where a team should be other than the judgement of the club and coaches.

I think it depends on the what was communicated at the initial selection. was it understood that a player can be dropped/replaced. If a club wants to go down the route of allowing players to be dropped then that position needs to be clear to all concerned at the beginning.
I'm curious as to which team you think should move up and why. There is a lot of turnover at the u18 age group so how can you possible tell? I can only assume you are basing that on last season.
That may be a (small) part of the problem but teams being added/or removed after the deadline is usually as a result of a club not being organized and not submitting their information on time.
IMO if you miss the deadline you don't play the first week. The schedule should be able to be adjusted...

We have that issue in the Tri-cities but the ratio of individual teams are not considered, it is the overall club registration. The younger age groups enrollment is predominantly local so the ratios are easy to maintain.
The district chairs are generally elected by and from the club district reps so in most, if not all, cases the chair will be affiliated with one club or another. This in and of itself is not a conflict of interest, unless the Chair has veto power or can unilaterally make decisions without a vote.
I'm not sensitive at all about the issue. I know nothing about it. You seem to be posting about it in several threads. Can't we just have one thread for this?
What is the specific violation that they are being accused of? The club members need to deal with the situation. Unless there is a specific violation of BC soccer rules then they shouldn't be involved.
