I think that this season, mainly due to the weather and field closures, the results may not be what they would be in a "normal" season. Unusual results are occurring in other leagues/divisions as well....teams are in playoffs that might not be there had all scheduled games been played.

The way I've always understood it is that you can only permit "up", not "down". This means in both age and level. You also can't permit across (ie, if a club has 2 teams in one MSL age group, they can't share players).
Anyone playing would need a permit and id card though, so I'm not sure how...
