I would look into the league rules re: cancelled games. If a game is cancelled due to snow, and the opponent can get a field on the designated game day or the next day is that a forfeit if they say they won't come?

District-based teams are reasonable at that level of play to feed into BCSPL (which should also remain top tier, with adjustments).
